His comments "The pope is DOCTRINALLY infallible, in fact. Only in limited circumstances, though: in matters of faith and when he speaks ‘ex cathedra.’ So, he can’t, for instance, infallibly predict the weather. (Or, apparently, pick the winning side in a war.) The ‘ex cathedra’ thing (‘from the bishop’s chair’) essentially means that he has to say explicitly he’s speaking infallibly. The doctrine was defined late (1868?) and in response to declining temporal power in the wake of Italian unification. I think it’s only been used two or three times. One was the definition of the immaculate conception as a doctrine of the church. The others, as I recall, were bizarrely tiny points. Anyway, I suppose this does make him canonically infallible, though I’ve never heard it put that way. Canon Law does, however, explicitly say the Holy See is above criticism. Go figure.
